Job Responsibilities

This position is accountable for approving local agency proposals for expenditure of motor fuel tax (MFT), REBUILD Illinois (RBI), Township Bridge Program (TBP), state, federal, and other special funds; reviewing and recommending approval of various stages of a project including, but not limited to maintenance programs; project development reports; final plans, specifications and estimates (PS&E); final inspections; change orders; and final pay estimates to ensure compliance with federal and state guidelines. This position assists local agencies with technical questions concerning proper maintenance and construction of roadways and bridges.

This position reports to the district Engineer of Local Roads and Streets. There are no subordinates reporting to this position. However, the Field Engineer provides extensive supervision of in-house consultants, local agency projects, expenditure and control of funds. The incumbent may from time to time, in the absence of the district Engineer of Local Roads and Streets, be placed in charge of the Bureau of Project Implementation.

This position is the primary position which accomplishes the state’s responsibilities to administer the local agencies’ use of federal and state transportation funds. Responsibilities are conducted in a highly urban to a very rural environment. This position is unique in that all of the responsibilities must be accomplished with agencies outside the control of the Illinois Department of Transportation (IDOT). The incumbent should have thorough knowledge of federal and MFT policies.

Typical problems in this position include accomplishing responsibilities with activities and personnel not under the incumbent’s direct supervision, motivating local agencies to provide maximum transportation services, and staying technically and professionally qualified in highway functional areas from project inception to project close out. The greatest challenge is to get local agency projects initiated and completed in a timely and efficient manner, and in compliance with federal and state guidelines as they guide local agencies through to preliminary and design engineering phase ensuring all environmental and design procedures have been accomplished.

The incumbent personally authorizes expenditures of funds for projects; coordinates environmental survey requests with the central Bureaus of Local Roads and Streets and Design and Environment; reviews and recommends approval of project development reports; reviews and recommends approval of PS&E for construction and projects including traffic control; monitors bridge inspection reports and maintenance programs; attends required public meetings and hearings; supervises all MFT and township bridge lettings; and recommends approval of contracts, material acceptances, authorization to change contracts, final pay estimates and final financial reports. The incumbent conducts final inspection of completed projects and periodic maintenance inspections; investigates and resolves complaints; and resolves and corrects discrepancies found by the MFT documentation reviewers. For Disaster Relief funds, the incumbent conducts final inspections, prepares estimates, conducts final inspections and approves final claims. The incumbent and the central Bureau of Local Roads and Streets work together with the other field engineers to ensure departmental policies and procedures are carried out uniformly throughout the district. The incumbent works closely with the MFT documentation reviewers to resolve problems and discrepancies that have been found during the compliance review of the local agency in the assigned area. The incumbent authorizes expenditures of funds for projects; approves PS&E for construction and maintenance programs; approves contracts; approves material acceptances; and approves changes in contracts, final pay estimates, and financial reports. The incumbent investigates and resolves complaints and resolves and corrects discrepancies found by the MFT compliance reviewers.

The incumbent exercises considerable independent judgment in carrying out accountabilities. This position operates within the wide parameters of the Administrative Policies Manual, Federal-Aid Procedures for Local Highway Improvements, Bureau of Local Roads and Streets Manual, Standard Specifications, Illinois Highway Code, and other statutes involving local agencies affected by transportation projects. In making decisions, the incumbent is guided by the Standard Specifications for Road and Bridge Construction, Administrative Policies Manual, Federal Aid Procedures for Local Agency Improvements, and Illinois Highway Code. However, in some circ*mstances, problems faced by the incumbent are not covered by standards or policies and often require unique solutions. Problems beyond the authority of the incumbent such as complex maintenance techniques, highly sensitive complaints and/or requests will be referred to the district Local Roads and Streets Engineer along with recommendations.

Internal frequent contacts include staff in the central Bureau of Local Roads and Streets and district bureaus. External contacts include staff with the Federal Highway Administration, Illinois Commerce Commission, railroads, water resources, and utility companies. The incumbent attends local governmental meetings to instruct and advise local officials in MFT laws and procedures. The incumbent reviews and advises local agencies during construction. The incumbent ensures proper inspection procedures are followed. Daily travel throughout the district with occasional statewide travel with overnight stays is required.

The effectiveness of this position is measured by the accomplishment of the local program within their area of jurisdiction; by local agency compliance with federal and state guidelines; by the ability to maintain harmonious relations with local agencies which help produce results; and by the effectiveness with which local agencies use available federal and state funds.

Principal Accountabilities

  • Reviews and recommends approval of local agencies’ proposals for expenditure of MFT, TBP, state, federal, and other special funds.
  • Reviews and recommends approval of PS&E for local agency construction projects involving MFT, TBP, state, federal, and other special funds.
  • Serves as primary agent to carry out state transportation responsibilities with local agencies and to assist and guide the local agencies.
  • Assures proper control and expenditure of MFT, TBP, federal, and other special funds.
  • Maintains technical and professional competency in highway functional areas from project inception to close out.
  • Assures local agency compliance with state and federal guidelines on project development reports, design plans, construction, documentation, material inspection, etc.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Qualifications

Position Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Five years of experience in civil engineering.
  • Valid driver’s license.
  • Daily travel throughout the district with occasional statewide travel with overnight stays.
  • Successful completion of a background screening.
